Job Summary

This position exists to develop, lead, and supervise staff in the Minnesota Pollution Control Agency's (MPCA) Feedlot Section, West Feedlot Unit. This position is responsible for Feedlot Section activities in the assigned areas of the state and for other section-wide activities to ensure services are delivered according to agency standards and activities are conducted to protect and improve the environment and human health.

Qualifications

Minimum Qualifications

A) One (1) year of supervisory experience in environmental protection/pollution control, including permitting and/or compliance or enforcement activities.

OR

B) Two (2) years of advanced professional experience in environmental protection/pollution control, including permitting or compliance and enforcement. Examples for internal candidates -(Environmental Specialist 4, Planner Principal, Hydrologist 2, Engineer 2 Graduate, Research Scientist 2, or related classes).

OR

C) Three (3) years of experience in environmental protection/pollution control equivalent to an Environmental Specialist 3 level or senior level work directing permitting or compliance and enforcement.

OR

D) Equivalent combination of the above.

Possess a valid Driver's license (see additional requirements).

Preferred Qualifications

Knowledge of state and federal water regulatory programs and requirements, especially feedlot rules and regulations.

Leadership skills to effectively supervise, coach, train, motivate, recognize success, and lead staff and teams through complex challenges in a dynamic regulatory and policy context.

Strong project management and organizational skills to guide and direct multiple complex projects at the same time, set goals and objectives, improve processes, and facilitate change.

Skills to guide and support others through collaborative problem-solving and conflict resolution including with internal agency partners, other state agencies, external parties, and stakeholders.

Experience with state feedlot permitting and compliance and enforcement activities, including negotiating complex or controversial enforcement actions.

Experience and ability to work cooperatively with Minnesota counties, USEPA, tribal nations, public and private entities and sector-based teams to develop environmental policies and procedures and promote environmental protection.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as meeting materials and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

A driver's license is an essential function of this position. This requires possession of an unrestricted Class D Driver's License. The job offer is contingent on confirmation of a valid driver's license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
