Job Summary

Join a mission-driven team in the Environmental Health Division and contribute to protecting, maintaining, and improving the health of all Minnesotans. As a Lead Hazard Reduction Program Coordinator for the U.S. Department of Housing and Urban Development (HUD) Lead Hazard Control Grant Program you will be responsible for ensuring the successful implementation of the grant program by managing program deliverables, facilitating enrollments, and overseeing project completion in Southeastern Minnesota.

This role requires establishing strong working relationships with local partners, property owners, and families to promote participation in the program. The incumbent will navigate complex grant policies, applying problem-solving skills to adapt federal, state, and departmental regulations to real-world scenarios. Additionally, they will develop subject matter expertise in lead hazard reduction to effectively support program goals. The incumbent will provide technical guidance and consultation to the public, community organizations, and other stakeholders. A key responsibility is ensuring that program funds are used effectively to advance health equity by reducing lead exposure and other housing-related hazards, ultimately improving public health outcomes in the community

This position has the option to work from either the St. Paul or Rochester office. Telework schedules are based on the unit's operational needs and are at supervisory discretion.

Qualifications

Minimum Qualifications

The following minimum qualifications must be clearly demonstrated on the applicant's resume/application to be considered for this position.

Two (2) years of demonstrated experience in the following:
Implementing federal and/or state grant programs.
OR
Implementing lead poisoning prevention, housing rehabilitation, weatherization, healthy housing, or affordable housing programs.
An Associate's degree in biological sciences, chemistry, public health, environmental health, environmental studies/ecology, health administration, public administration, social work, building science, construction management, education, or a related field may be substituted for six (6) months experience.

A Bachelor's degree in biological sciences, chemistry, public health, environmental health, environmental studies/ecology, health administration, public administration, social work, building science, construction management, education, or a related field may be substituted for (12) months experience.

A Master's degree in biological sciences, chemistry, public health, environmental health, environmental studies/ecology, health administration, public administration, social work, building science, construction management, education, or a related field may be substituted for (18) months experience

Additional requirements to be assessed during the interview:
Ability to communicate orally and in writing sufficient to relay complex and technical program requirements in a manner that can be understood by the audience. Skills in developing positive interpersonal relationships with colleagues and external partners and interacting with a high degree of professionalism and collegiality. Skill in organization, record-keeping, and task management sufficient to ensure program deadlines and deliverables are on track, and that the status each project is transparent to internal and external partners.
Preferred Qualifications
Knowledge of administrative procedures sufficient to meet state and federal program requirements and serve as a content expert for internal and external partners. Knowledge of project planning and operations sufficient to establish goals and timetables, clarify mutual expectations, and evaluate results. Knowledge of lead risk assessment, lead hazard reduction strategies and work practices, and healthy housing principles. Considerable knowledge of state grant and contract procedures and requirements of the U.S. Department of Housing and Urban Development Lead Hazard Control Grants. Ability to generate solutions to complex problems, within the bounds of programmatic and funding requirements. Ability to speak fluently in Spanish, Somali, or Karen.
Physical Requirements

Ability to travel throughout Southeastern Minnesota and attend required trainings out of state.

Additional Requirements

The selected candidate will be required to successfully pass a background check and employment reference check.

This position does not require a valid driver's license, but there is required travel to work sites and out of state trainings that the incumbent will be required to coordinate transportation to.

Licensed lead risk assessor in the State of Minnesota or ability to become licensed within six (6) months of start date.
