Job Summary

Come be an integral member of the Health Care Eligibility and Access leadership team and work collaboratively with DHS staff, Minnesota Information Technology (MNIT) agency and other partners to develop DHS’s new eligibility system. This position would lead DHS on an average of 20-25 IT related projects.

Responsibilities include:

  • Provide supervision of Eligibility Policy Team responsible for eligibility policy development and maintenance for Minnesota Health Care Programs (MHCP). 
  • Supervise the design and development of Minnesota Health Care Programs (MHCP) eligibility policies and procedures consistent with federal and state law and regulation to improve the availability and access of health care for low income and medically needy Minnesotans. 
  • Supervise division resources engaged in information technology development, implementation, enhancement, and maintenance efforts to support implementation of health care eligibility policies and procedures.
  • Supervise division resources (staff, time, equipment, funding, etc.) to accomplish HCEA Division goals and objectives in support of the Department’s mission.

Minimum Qualifications:

Supervisory or other leadership experience OR completion of a leadership development program (e.g., L4, Emerging Leaders Institute, etc.)


Four (4) years of specialized Minnesota Health Care Programs experience demonstrating the following:

  • Experience with related state programs/supports and federal programs (e.g. Medicare, Medicaid) and Children’s Health Insurance Program (CHIP)
  • Business, process or systems analysis and/or project management experience
Preferred Qualifications:
  • Experience in mentoring, coaching, developing others in a professional setting.
  • Demonstrated ability to write and analyze complex technical documents including regulations and policy guidance, and technology work products such as project charters, scope documents, project work plans, business requirements and design documents.
  • Thorough understanding, Minnesota Health Care Programs eligibility policies, and technology systems.
